He got fired, in case anyone was wondering, because if the ocean is the heat source, the exhaust has to be cooler than the heat source. The engineer has not in fact made use of the mentioned resource. If you are taking in cold water and putting out hot water, you're utilizing some other energy source (fossil, nuclear, what have you), not exploiting an omnipresent reservoir of energy.
