If A is in front of the train that means the train hasn#t hit him yet. Also B may have gotten behind the train after it passed.

Speed of train and sound is given but not the stationary frequency of the whistle. Sadistically, there was no whistle and observer A, being blind, neither saw nor heard the train's whistle. Yes, he is dead. Observer B simply fell off the back of the train in a drunken stupor and hence, wouldn't have heard a whistle anyway! Fo = A = B = 0Hz.
